Rakvere City Government supports and helps immigrants who have arrived here and stay in the city of Rakvere.
- We assist in applying for a personal identification number or support the registration of an application for a personal identification number and residence permit at the Police and Border Guard Board. After the PBGB has issued residence permits, contact the city government again to register your residential address in the population register. You will then be entitled to services and benefits.

Personal identification code
If a person is staying in Estonia temporarily, for example, lives in Latvia but works here, they can apply for a personal identification code at the local government of the nearest county center.
A personal identification code is necessary in order to manage and cope better in the near future. Getting a personal identification code does not automatically guarantee you the right to work or receive subsidies from the state. For this, you need to apply for a residence permit.
Citizens of the European Union who wish to settle in Estonia or obtain the right to reside in Estonia must submit an application to the city or municipality government of their place of residence to obtain a personal identification code and to register their place of residence. To do this, they have to go personally to the city or municipality government of their place of residence. A parent or guardian may submit an application for a personal identification number and notice of residence on behalf of a minor child or a person under guardianship.
To register a place of residence, the following must be submitted:
- notice of residence;
- identification document;
- in the case of children, a properly completed birth certificate;
- consent of the other parent to register the place of residence;
- a citizen of the European Union, a member state of the European Economic Area who is not an Estonian citizen, and a citizen of the Swiss Confederation (hereinafter referred to collectively as EU citizens) who are at least 15 years old have the right to independently perform procedural actions (including registering a place of residence). The extension of the administrative capacity to register a place of residence for a minor EU citizen results from the interaction of the European Union Citizen Act and the Population Register Act.
If the citizen of the European Union is not the owner of the premises, then a document certifying the right to use the premises or the consent of the owner of the premises to enter the premises belonging to them as a person's place of residence in the population register must also be submitted.
All documents must be in Estonian, Russian, or English. If the documents have been translated, the translation must be made by a sworn translator or notarized. A document from a foreign country must be legalized or certified with an apostille unless the foreign agreement stipulates otherwise.
By registering a place of residence, a citizen of the European Union automatically acquires a five-year temporary right of residence in Estonia. In order to obtain an ID card proving the right of residence, they must apply to the Police and Border Guard Board after registering their place of residence.
If, after five years, the place of residence of a European Union citizen in Estonia is still registered in the population register, their temporary right of residence is automatically extended for another five years. At the same time, the right to apply for permanent residence in Estonia emerges for them. For this, they have to contact the Police and Border Guard Board.
If a citizen of the European Union leaves Estonia to live in another country, they must submit a new notice of residence to the population register or notify the time of leaving Estonia when registering their residence for the first time. Their temporary right of residence in Estonia ends with the submission of data on their place of residence in a foreign country. In order to terminate the validity of the ID card, a citizen of the European Union must contact the Police and Border Guard Board.
There are three ways to apply for a personal identification code:
1) Request a personal identification code from Rakvere City Government: Monday and Wednesday from 9 am to 12 pm and from 1 pm to 4 pm, on Friday from 9 am to 12 pm
2) Apply for a residence permit at the police service point, with which you will also receive a personal identification code.

Take your passport, birth certificate, or another identity document with you.
3) If you already have a job and the employer registers your short-term employment, you will be given a personal identification code.
Health and medical care
Currently, general medical care in Rakvere is mainly provided by family physicians.
Rakvere Hospital is a contractual partner of the Estonian Health Insurance Fund and a hospital of hospital network development plan.

Pharmacies
Rakvere is a town well equipped with pharmacies: medicines can be bought in major shopping centers and in the city center, in the outpatient clinic of Rakvere Hospital, etc.
Specifically:
After obtaining a residence permit, you can apply for health insurance on an equal basis with Estonians.
For example, a person working on the basis of an employment contract valid for more than one month or an unemployed person registered in the unemployment fund is entitled to health insurance. Children, pregnant women, pensioners, pupils, students, and other people are also insured according to the rules of the Health Insurance Act.
Emergency care in case of serious or life-threatening health problems is available to all people in Estonia.
- If you have an emergency health concern, contact the emergency medicine department of Rakvere Hospital or call the emergency number 112.
- Health advice can be obtained in English and Russian on the family physician advisory line 1220 (calling from abroad at +372 634 6630). If necessary, the person is forwarded to emergency number 112.
- Psychological support can be obtained from the crisis support phone number 116 006 (+372 6147 393). You will be answered in Estonian, English, or Russian around the clock.

• Washing facility (shower, sauna) - we offer women/men based on the schedule.

All people are welcome in the library, where on the 3rd floor you can use computers for free, spend time and communicate with each other. Librarians help to search for information, print, etc. Children can play, look at books, draw and make crafts. To borrow from the library, you need to register yourself as a reader based on an identity document. Books, magazines, music records, and board games can be borrowed free of charge. You do not need to register as a reader to use the computer, read newspapers and magazines on-site, and play with your child in the children's department. There are many toys and games for use in the children's department, and you can draw and paint, play and craft, look at books, and play with PlayStation. On the Internet point and on the 2nd floor, you can use computers, print, and scan. Free wifi spreads throughout the house.

Working
If you have received a residence permit, you can start working immediately. The Estonian Unemployment Insurance Fund will help you find a job. If you register yourself as unemployed at the unemployment fund, you are entitled to labor market services and benefits. The helpline of the Unemployment Insurance Fund: is 15501 (+372 669 6513). Applying for a kindergarten and school place
You can apply for a school and kindergarten place at the Rakvere City Government after registering your place of residence.
The city of Rakvere offers care and education forms adapted to the needs of all children aged 0-19.

In the youth center, it is possible to meet and spend time with other young people, learn about the Estonian language and culture, and participate in various events (for example, movie nights, conversation evenings, and outings). Billiards, table hockey, foosball, lego table, table tennis, board games, game consoles (Xbox and PS4), and crafting opportunities (drawing, coloring books, various craft opportunities) await young people. There is a wide selection of different books suitable for young people (in Estonian and in English). It is possible to use computers and wifi. The youth center has three youth workers who help young people find activities, share youth information, organize various events with young people, and help with school work and language learning.
